Cleveland Dumpster Permit Rules: When You Need One | Titan Dump Co.
You do not need a permit to place a dumpster on your own driveway or private property in Cleveland. You do need one to place it on a public street, tree lawn or sidewalk — that's a right-of-way obstruction permit issued by the city, and the surrounding suburbs each run their own version of the same rule.

Driveway placement: no permit
If the container sits entirely on your driveway or your own paved lot, no city approval is needed. This covers the large majority of residential rentals we deliver.
The exception is an HOA or condo association with its own placement rules. Check your association documents before you book.
Street placement: permit required
Placing a dumpster in the public right-of-way — the street, the tree lawn or a sidewalk — requires a permit from the city that owns that road. In Cleveland this is handled by the Division of Streets as a street obstruction permit.
Apply a few business days ahead. Permits typically carry a fee and a time limit, and may require reflective markings or cones overnight.
Suburb rules vary
Every city in our service area sets its own right-of-way policy. A few patterns we see regularly:
- Lakewood: dense street parking means street placement often needs approval and a defined window
- Parma and Parma Heights: driveway placement is standard, street placement requires a permit
- Westlake, Avon and Avon Lake: newer subdivisions frequently add HOA rules on top of city rules
- Medina and Brunswick: rural and semi-rural lots usually have private access, so no permit applies
What we handle and what you handle
We advise on placement, board the driveway, and position the container so it stays out of the right-of-way where possible. The permit itself is issued to the property owner or contractor, so that application is yours to file.
Tell us at booking if street placement is the only option and we'll schedule delivery around your permit window.
Frequently asked
How much is a dumpster permit in Cleveland?
Fees are set by the city and change periodically. Contact the Cleveland Division of Streets for the current right-of-way obstruction fee before you apply.
How long does a dumpster permit take?
Allow several business days. Apply before you schedule delivery so the container isn't sitting unpermitted.
What happens if I skip the permit?
The city can ticket the property owner and order the container removed, which means paying for an unplanned haul. Driveway placement avoids the issue entirely.
